Elk Rock Island Side Channel Enhancement
Planning/Design
This project includes placement of key pieces of large wood in the back channel alcove and floodplain, management of invasive plants, and restoration of native wetland and riparian plant communities. We will also look at retrofitting an existing stormwater outlet to treat stormwater entering the project site. This project will enhance winter rearing habitat for anadromous fish. There are very few opportunities for back channel enhancements on the Lower Willamette River and this project offers a unique opportunity to improve much needed winter refuge habitat for outmigrating juvenile anadromous fish. The majority of this property is owned by the City of Milwaukie and managed by NCPRD.

Enhancement of high flow refugia and cover for juvenile coho during migration and rearing in the Willamette, benefitting the Clackamas Population as they move downstream in early fall-winter flows and remain in the basin for 14 months before migrating to the ocean.
Juvenile fall Chinook will benefit from confluence large wood during rearing in the Willamette where side-channel refugia opportunities are minimal (USGS, 2018).
Large wood will provide instream cover for out-migrating juveniles (macrophthalmia).
Spring Chinook from the Clackamas, Molalla, Santiam and McKenzie Rivers rear in the lower Willamette River for up to 14 months. Sub-yearlings are expected to benefit from the side-channel complexity established from this project for resting from high flows, and instream feeding cover.
Clackamas, Molalla, Santiam, and McKenzie winter steelhead migrate through the lower Willamette, where side-channel habitat and instream cover is critically limited.

The project will address both habitat creation and the restoration of natural processes that will restore longer-term ecological function beyond the life of the project in these areas:
Lack of Complexity: large wood, accumulation of wood from the Willamette, gravel accumulation
Invasive Removal & Native Riparian Restoration: restoration of shade, large wood sourcing in the future, resistance of invasives and reinfestatations.
Water Temperature: Improvements on temperature in alcove and retention of cold water on site.
